GTZ ProLH under Strategic and Conceptual Support for the “Self Sufficient Energy Villages Program” Project is seeking 1 (one) qualified Indonesian candidate for the position of National Project Manager (consultant) with the preliminary Term of Reference below:
Tasks
The National long-term staff should act as the Project Manager of the BMU project. He should manage the implementation of the planned activities.
Therefore his main tasks will be to develop a Plan of operation and contract national and international consultants to carry out the task.
In specific his tasks will be:
Overall (over the whole project period)
- Facilitate and moderate the inter-ministerial coordination process by assisting in appropriate means of communication (for example setting up a Steering Committee with the counterpart and other relevant ministries
- Conduct a Stakeholder-Workshops for the reconciliation on the suggested options with the relevant stakeholders (national level and selected representatives of the local levels)
- Evaluate of opportunities for further activities under the DME project in a second phase beyond July 2009
Evaluation (until Nov. 2008 - event in Lombok for presentation of results)
- Conduct stakeholder dialogues regarding the needs of the counterpart and other relevant ministries
- Iidentify concrete consultant activities to conduct the evaluation of existent DME villages by paying particular attention towards their sustainability
- Contract national and international consultants for undertaking the evaluation study
Strategies to diversify the energy sources (over the whole project period)
- Conduct stakeholder dialogues regarding the needs of the counterpart and other relevant ministries
- Use the promotion of Mini-Hydro Power systems under the PNPM as a best practice example
- Set-up technical design teams which develop and can advise local facilitators on criteria and best options for hybrid systems, that focus on available local renewable energy (for example biomass combined with solar based systems) and how to adapt them to the individual situations
- Evaluate the opportunity for the GTZ tool Public Private Partnership (PPP) to promote those hybrid systems.
Support the DME on village level in terms of community empowerment and training of field facilitators regarding identification, planning, designing and management of renewable energy technologies and systems.
Expected Outputs
- Plan of operation for the project by October 2008
- 3 monthly reports on the progress to GTZ (Dieter Brulez)
- Presentation or Workshop on the dissemination of the evaluation study by November 2008
- Conduct and submit a project progress report in the end of the first phase in July 2009
- Draft the proposal for a second phase by February 2009

The American Red Cross Tsunami Recovery Program (TRP) has been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities will focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. In response to the December 26 tsunami and earthquake in Asia and Africa, the American Red Cross (ARC) Indonesian Delegation is seeking a consultant to develop a monitoring and evaluation database and information system to be based in Banda Aceh.
The database will ensure the storage, access, and availability of information originating from key indicators available from routine monitoring systems and project administrative records; project reports; surveys at household and facilities; operations research; and focused qualitative evaluation studies. For an effective and efficient reporting mechanism, there is need for a well integrated database for tracking this information. The TRP database will facilitate tracking and reporting project activities and indicators as well as provide reports within and to all the stakeholders
The consultant will be directly supervised by the Indonesian Monitoring and Evaluation Delegate assisted by the Senior IT Officer and Information and Reporting Delegate.

Objectives / Tasks :
The consultant in consultation with the Indonesia Monitoring and Evaluation Delegate shall:
-Demonstrate an understanding of ARC/PMI M&E indicators and associated data collection instruments for the programs
-Deliver a user-friendly application to be used to capture data in accordance with our reporting system
-Deliver a user-friendly application designed in MS Access® and programmed in MS Visual Basic®.The application should be able to:
-import and export data from Excel ASCII text
-report on specific entry period aggregated by month, quarter, year and location
-link with the already established data bases
-capture Partnership monitoring and Evaluation data
-provide hyper-text help file accessible through the user interface
-query data as needed by Program Managers and provide timely reporting to management.
-be installed from CDs or over the network
-transfer between locations via import and export functions and sent via e-mail.
-Perform a user training and system demonstration.
-Provide a beta version to the program staff for comments, initial testing and recommendations. A final version will then incorporate the comments and recommendations from the staff members and the training will be delivered.
-Design the application in a such a way that it shall be able to capture and export data to and from the all the sources that ARC and PMI use including:
-facility and household surveys
-routine monitoring reports
-partnership monitoring and evaluation data.
7.Provide systems documentation explaining the operational functionality and procedures of the application. This should include:
-entity relationship diagrams
-fully communicated source codes
8.Complete a user friendly guide and a more detailed technical manual for data base managers.
9.Train staff to manage the data base as system owners. This training should include supervision of initial data entry, generations and distribution. Areas covered in this training should include briefings on systems maintenance and control aspects i.e. back ups, add/delete or edit, security (authorising access, interrogation etc) will be given special attention.
Requirements of the Consultant(s) :
At least a minimum of a University degree in computer science, appropriate Computer knowledge, systems analysis and design and use of analytical packages; Evidence of commitment to excellence ; Ability to respond to time-sensitive deadlines in a very professional manner; Track record of being able to work with multidisciplinary teams; Strong understanding of humanitarian information systems; Track record on field application of information for operational decision making; Familiarity with humanitarian organization information requirements will be an advantage; Previous experience in similar assignment especially in humanitarian or recovery settings is an advantage.

CARE has been awarded a grant from the European Commission to undertake the SLUICES project in Central Kalimantan province. The project, which officially starts on January 14, 2008, aims at the construction of sluices in two target villages in the Ex-Mega Rice area which would support water levels in the canals in the peatland area high, while allowing villagers to continue to use the hinterland for (responsible) use of the natural resources. The candidate will be familiar with project cycle management, is able to ensure donor compliance.
