MANAGEMENT CONTRACTOR PROJECT MGT (MCPM-AIBEP)
Following the completion of the World Bank support for the ‘SisDur’ project to develop an integrated but modular financial reporting system replicating the five MOF planning and finance modules, the Planning Bureau of the SecGen MONE requested further support for the finalisation and operationalisation of the system from the BEP Pillar 3 under its remit to improve financial management and reporting systems in education management.
The first period of BEP involvement revealed an incomplete programme, vulnerable to annual changes in the MOF modules, dependent on unreliable communications, and unable to move forward into training and operationalisation. Nevertheless, two potential benefits of the system were considered important – the ability to report actual versus planned expenditure on a monthly basis, and potential efficiencies in information transfer.
In April, the SisDur was transferred from the Planning Bureau to the Finance Bureau. A condition for further development of the programme under the Finance Bureau is an evaluation of the software to identify how any weaknesses can be addressed. On the basis of this, options relating to further support and development will be selected.
During the development of the workplan for FMIS, the need was identified by the Biro Keuangan for an advisor as the focal point for the development phase. The position will communicate with high level officials in MONE to provide them with progress of the FMIS along with Head of Finance Bureau. At the same time, he/she will assist Head of Finance Bureau in managing group of consultants, partners, Satker’s , and ensure that the implementation programme is on course and on schedule to achieve the agreed objectives of the FMIS.
ADVISOR TO HEAD OF FINANCE BUREAU-FMIS
Responsibilities, including expected outputs from the assignment
The advisor will be responsible to Head of Bureau of Finance. He will work with group of consultants, Bureau of Finance staff, Satkers staff at all provinces and Unit Utama. - Supporting PSP staff to develop management skills for the day to day PADATI work plan as directed by BEP/PSP.
Build the capacity of Finance Bureau staff to manage FMIS daily activities including managing the FMIS secretariat and technical staff
Coordinate the daily work of technical consultants and monitor outputs, providing practical advice and support when problems arise
Build the capacity of key members of the Biro Keuangan to monitor and report on FMIS progress, issues and remedial actions to the Head of Biro in a timely manner
Coordinate the FMIS support budget and actual expenditure reporting in cooperation with the Program Accountant of MCPM
Be responsible for keeping the support programme for FMIS development on track to deliver the outputs according to the agreed timetable and resource allocation
Key Deliverables
Key deliverables expected from the consultant are
Achievement of the TOR as detailed above
Progress reports and presentations to high rank officials (if needed) submitted to MCPM and Head of Finance Bureau on a regular basis
Qualifications :
The advisor is expected to have the following qualifications and experience :
A degree in finance, management or Informatics from a leading university
Mature, able to manage group of experts and communicate effectively with all levels of people
Results oriented, a problem solver with strong leadership and organizational skills
Proven experience in working with government leaders.
Knowledge of finance sector
